Job Description
Develops a practical Liberia Step-by-Step Guide for Trading Goods under the African Continental Free Trade Area. The consultant will combine research, primary data collection and case studies with government and private-sector consultation, translating national and AfCFTA procedures into an accessible, validated tool that helps Liberian traders participate effectively in intra-African commerce.

Summary of Responsibilities
- Engage government, business associations and other stakeholders to assess Liberia’s trade policy and business environment
- Conduct research using the agreed methodology with support from the Ministry of Commerce and Industry
- Analyse Liberia’s trade policy, legal and institutional frameworks and the AfCFTA Agreement
- Collect and anonymise evidence from Liberian businesses on import and export processes
- Develop a comprehensive Step-by-Step Guide covering national and AfCFTA procedures
- Present the draft Guide at a stakeholder validation workshop
- Revise the Guide using stakeholder feedback and submit a final publication-ready version
- Support translation into other official languages when necessary
Role Requirements
- Advanced degree in economics, international trade, trade law or a related field; a first-level degree with two additional years of qualifying experience may be accepted
- At least 7 years of trade-related research or analysis experience
- Expert knowledge of the AfCFTA and Liberia’s trade and economic policies, institutions and business environment
- Experience working in Liberia
- Strong analytical and report-writing skills
- English
Desired Criteria
- Experience conducting and publishing interdisciplinary research on policy, economics or legal aspects of trade-led integration in Africa
