Blended Finance Facility Specialist

Designs and operationalises an IOM Iraq blended-finance facility to improve underserved businesses' access to capital. The consultant will structure financing and risk arrangements, build governance and monitoring systems, and coordinate with the Central Bank, financial institutions, development partners and investors to create a scalable, sustainable mechanism.

• Lead the design, development and operationalisation of the blended-finance facility
• Structure financing arrangements and analyse financial, fiduciary and operational risks
• Engage the Central Bank of Iraq, partner banks and stakeholders on cooperation and governance frameworks
• Establish the facility's operational model, implementation procedures and risk-management framework
• Deliver capacity-building initiatives and establish monitoring, evaluation, learning and reporting systems
• Develop partnership, resource-mobilisation and scale-up strategies for investors and donors

• Advanced university degree in Finance, Banking, Economics, Development Finance, Business Administration, Public Finance or a related sector, or a first-level degree with two additional years of relevant experience
• Minimum 10 years of progressively responsible experience in banking, structured finance, blended finance, lending, microfinance, financial inclusion, investment advisory or development finance
• Strong experience designing and implementing blended-finance structures, credit guarantee facilities, MSME financing programmes, risk-sharing mechanisms or similar instruments
• Strong knowledge of portfolio risk management, lending operations, financial product development and regulatory compliance
• Fluency in English and Arabic

• Experience designing or advising blended-finance facilities in fragile, conflict-affected or emerging-market contexts

• International consultancy primarily based in Baghdad with field missions to the Kurdistan Region of Iraq
• The consultant must submit a financial proposal outlining approach and fees
• The consultant is responsible for personal travel expenses while IOM covers work-related travel within Iraq
• IOM does not provide non-occupational medical or evacuation insurance
