Job Description

Supports and coordinates financial and budgetary functions for IOM’s San José country office. The officer monitors expenditure and internal controls, maintains accounting records and ERP data, prepares budgets, reports and cash-flow forecasts, supports audits and donor compliance, supervises finance staff, and advises programme managers so projects meet IOM financial policies and donor agreements.

Summary of Responsibilities

  • Monitor country-office financial management, expenditure and accountability
  • Analyse programme and project finances and monitor budget-control processes
  • Support programme managers on compliance with IOM policies and donor requirements
  • Ensure accounting data and financial supporting records are complete and accurate in the ERP system
  • Review monthly accounting closures and returns for accuracy and timely submission
  • Prepare annual country-office and new-project budgets
  • Inspect payroll allocations against programme and project budgets
  • Prepare programme and project financial reports under IOM and donor requirements
  • Supervise Finance Unit staff and support administrative-management functions
  • Forecast cash flows, control disbursed funds and verify donor funding receipts

Role Requirements

  • Master’s degree in Accounting, Business Administration or a related field with two years of relevant professional experience; or a university degree in those fields with four years of relevant professional experience
  • Experience in accounting, financial management and reporting
  • Fluency in English, oral and written

Desired Criteria

  • CA, CPA, CIMA or ACCA certification is an advantage
  • Working knowledge of Spanish is desirable
  • Working knowledge of another official UN language is an advantage
