Job Description

Develops a national Iraqi guideline for managing clinical, psychiatric and psychological disorders among adults and children affected by conflict and displacement. Working with the Ministry of Health and MHPSS stakeholders, the consultant maps services and gaps, adapts global guidance, proposes training plans, and delivers validated guideline drafts and a final handover for national use.

Summary of Responsibilities

  • Facilitate multi-level consultations on optimisation of MHPSS services in Iraq
  • Map available MHPSS resources and treatment guidelines used in Iraq
  • Assess service, coordination, practice and policy gaps across government sectors
  • Review and adapt global and regional treatment guidance to the Iraqi context
  • Engage mental-health practitioner networks and analyse findings for a unified localised guideline
  • Propose recommendations for applying the guideline across health-service delivery levels
  • Recommend training and capacity-building plans for health actors and government counterparts
  • Prepare inception, draft, validated final and handover versions of the national guideline

Role Requirements

  • Master’s degree in Psychiatry, Clinical Psychology, Psychology, Social Work, Public Health or a related mental-health field
  • At least seven years of relevant professional experience in mental health
  • Experience designing or implementing MHPSS interventions in conflict or post-conflict settings
  • Proven experience in stakeholder mapping, analysis and strategic frameworks, documents and treatment guidelines
  • Extensive understanding and application of counselling and therapeutic approaches for mental disorders
  • Extensive knowledge of MhGAP, DSM V and ICD 10 across humanitarian and development contexts
  • Excellent command of English
  • Ability to work independently and collaboratively in a multi-stakeholder environment

Desired Criteria

  • Experience liaising with government authorities, research institutions and NGOs
  • Knowledge of IASC MHPSS in Emergency Settings guidelines
  • Knowledge of political and humanitarian issues in Iraq or the Middle East
  • Experience working with a UN agency
