Job Description
Develops a costed action plan to improve water, sanitation and hygiene services in Bhutan's monastic schools and nunneries. The consultant assesses WASH and waste-management needs, forecasts population and expenditure requirements, and prepares investment and financing approaches that address service reliability, safety, inclusion and compliance with national standards.

Summary of Responsibilities
- Develop a costed action plan for WASH in monastic schools and nunneries
- Assess WASH and waste-management needs across monastic institutions
- Forecast population and model capital and operating expenditure needs
- Prepare costed sector plans, investment cases or financing strategies
- Engage Dratshang Lhentshog, government and United Nations agencies on the assignment
- Produce reports, presentations and facilitated stakeholder outputs
Role Requirements
- Master's degree in public health, civil engineering, environmental management, water resources management, economics or a related subject
- At least seven years of relevant experience conducting assessments, situation analysis and developing costed action plans, frameworks and policy briefs
- English
Desired Criteria
- Prior experience completing similar assignments for the United Nations or government
