Job Description
UNFPA Kenya seeks a consultant to deliver the first situational and gap-analysis phase for a National Midwifery Competency Framework. The assignment will assess education, regulation, and clinical practice; gather stakeholder evidence; map national competencies against ICM standards; and produce validated recommendations and reports to guide framework development.

Summary of Responsibilities
- Review legislation, curricula, policies, syllabi, and other midwifery documents against ICM standards
- Design data-collection tools and conduct key-informant interviews and focus-group discussions
- Conduct site visits to sampled training and clinical facilities in Nairobi
- Analyze education and clinical-practice realities, strengths, and systemic challenges
- Compare national competencies against ICM domains and identify knowledge, skills, and behaviour gaps
- Present findings at validation workshops and consolidate stakeholder inputs into a final evidence report
Role Requirements
- Advanced university degree in Midwifery, Nursing, Public Health, or Health Professions Education
- At least 7 years of professional experience in midwifery clinical practice, education, curriculum review, health workforce development, or policy
- Demonstrated experience conducting situational analyses, gap analyses, qualitative data collection, and competency mapping
- In-depth knowledge of Kenya's health system, the NCK regulatory framework, and ICM and WHO standards
- Fluency in written and spoken English with exceptional technical writing skills
Desired Criteria
- Proven record of facilitating consultations with ministries, professional bodies, and development partners
