Institutional Development Specialist

The Institutional Development Specialist supports FAO’s Syria country office in strengthening Ministry of Agriculture institutions and policy units. The role leads organizational assessments, governance reforms and change processes, and develops mandates, procedures, coordination systems and capacity-building plans.

Department: FAO Representation in Syria

• Lead institutional and functional assessments
• Support organizational restructuring and governance reform
• Develop institutional systems, standard operating procedures and internal regulations
• Review mandates, structures and workflows
• Establish coordination, management and scientific-committee mechanisms
• Strengthen internal communication and institutional capacity-building plans

• Advanced degree in public administration, institutional development, organizational management or a related field, or a bachelor’s degree with two additional years of relevant experience
• At least five years of relevant professional experience supporting institutional reform and public-sector strengthening
• Working knowledge of English at FAO Level C
