Job Description
Provides technical assistance to Cambodian government institutions on integrating gender equality and social inclusion into climate-change and biodiversity policy. The expert reviews national evidence, strengthens gender-responsive indicators and methodologies, supports the Gender Mainstreaming Action Group, and develops capacity and consultation approaches for climate and agrifood action.

Summary of Responsibilities
- Refine and validate the review of national climate-change and biodiversity policies through a gender and social-inclusion lens
- Contribute to a policy brief with findings and recommendations for gender mainstreaming in climate, biodiversity and agrifood sectors
- Advise the Gender Mainstreaming Action Group on gender-responsive methodologies, indicators and data requirements
- Review gender-sensitive methodologies, indicators and data-collection tools for government partners
- Refine the capacity-needs assessment and identify institutional gaps in gender-responsive climate action
- Strengthen training materials on gender, climate change, biodiversity and agrifood systems
- Facilitate stakeholder consultations to validate findings and recommendations
- Provide technical inputs to project implementation, monitoring, reporting and coordination
Role Requirements
- University or technical degree in development studies, social sciences, environmental studies or a related field, with demonstrated expertise in gender mainstreaming and gender policy analysis and development
- At least 10 years of relevant experience in gender mainstreaming, social inclusion, climate change, biodiversity or agriculture
- Working knowledge of English at level C
- National of Cambodia or resident of the country with a valid work permit
Desired Criteria
- Experience supporting government institutions or UN agencies
- Experience in policy integration and analysis
- Experience delivering capacity building and training
- Experience organising workshops and stakeholder consultations
- Familiarity with UNFCCC processes and frameworks including NDCs, NAPs and NBSAPs
