Job Description
Conducts a gender-responsive assessment for IOM Ethiopia of the Immigration and Citizenship Service's human-resource and operational arrangements. The consultant combines desk research, institutional analysis and consultations to document barriers and good practice, delivers recommendations, validation materials and a report supporting women's participation and leadership in border management.

Summary of Responsibilities
- Conduct a legal, policy and institutional desk review of frameworks affecting women's recruitment, retention, development and leadership within ICS
- Assess recruitment, workforce composition, promotion, mentoring, workplace conditions and deployment practices through institutional review and stakeholder consultations
- Conduct confidential interviews or focus groups with personnel, including relevant experiences at Bole and Dire Dawa international airports
- Produce a consolidated report covering methodology, legal and policy findings, institutional and human-resource findings, operational observations and prioritized recommendations
- Prepare and facilitate a validation package with slides, briefing note, agenda and discussion questions, then incorporate substantive feedback into the final report
- Present assessment findings at the Women in Uniform Conference and moderate discussion among officers and institutional representatives
Role Requirements
- Advanced university degree in specified gender, social science, governance, law, development, migration, security or related fields with at least seven years of relevant experience; alternatively, a first-level university degree in those fields with at least ten years
- Minimum five to seven years of professional experience in gender analysis, gender mainstreaming, institutional assessments, organizational development or related fields
- Strong knowledge of Ethiopian legal and policy frameworks on gender equality, labour rights, public service management and women's empowerment

- Possible travel to Bole and Dire Dawa international airports, subject to approved methodology and operational requirements
- Category B consultancy with four deliverables paid on an approved instalment basis
