National Assessment of Protection and Reintegration Needs, Services and Gaps for Survivors of Trafficking in Persons in Uzbekistan

Leads a national assessment of trafficking survivors’ protection and reintegration needs in Uzbekistan, mapping available services, access barriers and referral pathways. The consultant will analyse evidence with government and civil-society partners and develop practical, survivor-centred recommendations to strengthen protection systems and sustainable reintegration.

• Review national and international protection, reintegration and trafficking frameworks, legislation and evidence
• Assess trafficking survivors’ protection and reintegration needs across exploitation contexts and vulnerabilities
• Map relevant services, providers, eligibility conditions, geographic coverage and referral pathways
• Assess the accessibility and adequacy of services and identify barriers affecting survivors
• Identify significant service and referral gaps and analyse their implications for sustainable reintegration
• Develop evidence-based recommendations to strengthen services, access and referral arrangements
• Prepare inception, draft and final national assessment reports with supporting materials

• Advanced university degree in migration, social sciences, law, human rights, social protection, public policy, international development or a related field
• At least five years of progressively responsible experience in trafficking, migrant protection, social protection, human rights, research, assessment, programme analysis or policy work
• Experience conducting needs assessments, service mapping, gap analysis or similar research involving vulnerable populations
• Fluency in Russian and Uzbek for research, consultations and stakeholder engagement
• Strong command of English for the final English-language report

• Deliverables one and two must be submitted in Russian, with the final report submitted in Russian and English
• The consultancy is home-based in Uzbekistan and IOM will not reimburse travel, accommodation or subsistence costs
• Applicants must submit a separate financial proposal with a detailed price schedule
• Consultants must provide proof of medical insurance for non-occupational accidents or illness
