Job Description

Conducts a national mapping of protection services and access barriers affecting vulnerable migrants in Uzbekistan. The consultant reviews laws, data and systems; consults stakeholders; identifies protection needs, service gaps and access pathways; and develops practical recommendations that strengthen existing mechanisms and inform IOM’s Central Asia assessment.

Summary of Responsibilities

  • Identify protection needs affecting vulnerable migrants in Uzbekistan
  • Assess the relevance of identified protection needs using evidence and consultations
  • Identify services and response mechanisms needed to address protection needs
  • Map governmental, non-governmental and mainstream protection services
  • Assess formal and practical access to services for different migrant groups
  • Assess capacity and sufficiency of existing protection mechanisms
  • Identify service gaps, barriers and priorities for improvement
  • Develop practical recommendations that use existing systems effectively

Role Requirements

  • Advanced university degree in Migration, Social Sciences, Law, Human Rights, Social Protection, Public Policy, International Development or a related field
  • At least five years of relevant professional experience in migrant protection, social protection, human rights, protection of vulnerable groups or related areas
  • Fluency in Russian, Uzbek and English
