Job Description

Designs and delivers gender-sensitive border-management capacity development for Tajikistan’s Border Forces. This consultancy develops training, training-of-trainers and facilitator resources; advises on deployment readiness; prepares a communication and empowerment plan; leads outreach and mentorship activities; and strengthens protection-sensitive border-control practice.

Summary of Responsibilities

  • Develop and deliver targeted training for female border guards
  • Develop guidance for deploying female border guards with Border Forces staff
  • Design and deliver a Training of Trainers programme
  • Prepare a facilitator package for cascade training
  • Develop a communication and empowerment plan for women’s participation
  • Develop and support outreach and mentorship activities

Role Requirements

  • University degree in Security, Gender Studies, International Relations, Migration Studies or a related field
  • Minimum three years of relevant experience in training design and delivery, capacity development, institutional strengthening, gender equality, border management, migration management, protection, counter-trafficking, community engagement or related fields
  • Fluency in Tajik, Russian and English

Desired Criteria

  • Experience designing or delivering Training of Trainers programmes
  • Experience developing communication, outreach, awareness-raising, mentorship or empowerment plans
  • Knowledge of border management, migration trends and gender issues in Central Asia
  • Experience working with UN agencies, international organizations, donor-funded projects or Government institutions
