Job Description
Leads a Bangladesh consultancy strengthening leadership of displacement management and humanitarian coordination. The consultant assesses Ministry and Department capacities, creates a competency-based training manual and delivery package, leads training and validation activities, and develops a sustainable roadmap for coordination systems, emergency preparedness and the Rohingya response.

Summary of Responsibilities
- Review policies, institutional frameworks, operating procedures and coordination mechanisms for displacement management and humanitarian coordination
- Assess MoDMR and DDM mandates, staffing, operational capacities, training systems and coordination arrangements
- Consult government bodies, UN agencies, NGOs and humanitarian partners to identify capacity gaps and development priorities
- Develop and revise a competency-based training manual aligned with national policy, humanitarian standards and cluster coordination approaches
- Produce facilitator guides, presentations, participant handbooks, practical exercises and simulation materials
- Design and deliver Training of Trainers and capacity-sharing workshops, evaluate learning outcomes and document lessons
- Provide recommendations and an institutionalization roadmap for sustainable coordination and capacity development
Role Requirements
- Master's degree in Disaster Management, Humanitarian Affairs, Public Administration, Development Studies, Public Policy, International Relations, Social Sciences or a related field
- At least seven years of relevant professional experience in disaster management, humanitarian coordination, displacement management, emergency preparedness or institutional capacity development
- Fluency in English and Bangla, written and spoken
Desired Criteria
- Previous experience working with UN agencies, government institutions, international organizations or development partners is highly desirable
