Job Description
Develops a practical handbook and training package that equips frontline police in Viet Nam to prevent and respond to technology-facilitated gender-based violence. The national consultancy combines legal and policy review, survivor-centred operational guidance, stakeholder validation and two skills-based workshops to embed gender-responsive policing practices.

Summary of Responsibilities
- Review legislation, policies and good practices on gender-responsive policing and technology-facilitated violence
- Develop a practical handbook for frontline police officers
- Conduct consultations and facilitate a technical validation workshop with MPS and UN Women
- Develop a two-day training curriculum, case studies and assessment tools
- Deliver training workshops for frontline police officers in Dien Bien and Da Nang
- Document results, participant feedback and recommendations for institutionalizing the handbook
Role Requirements
- Master’s degree in public security, cybercrime, cybersecurity, social sciences, law, gender and development studies or a related field
- At least ten years of experience developing handbooks, tools or guidance on law, public security, gender equality or gender-based violence in Viet Nam
- At least ten years providing technical assistance and coordinating training in law, public security, cybersecurity or gender-based violence in Viet Nam
- Vietnamese as mother tongue
Desired Criteria
- Experience with MPS or UN agencies in Viet Nam is an advantage
- Working knowledge of another UN language is desirable
