Job Description

Supports UN Women Caribbean to develop a gender-responsive National Care Policy for Saint Lucia. The local consultant reviews policy evidence and law, drafts recommendations, leads stakeholder consultation and validation, analyses care work and social protection, develops briefs, and links the policy to gender equality, labour rights, family-friendly practice and women’s economic empowerment.

Summary of Responsibilities

  • Review national policies, strategies and legal frameworks relevant to care and social protection
  • Analyse unpaid and paid care-work gaps using global and regional evidence
  • Draft and refine a gender-responsive National Care Policy
  • Facilitate consultations with government, civil society, employers, workers and care providers
  • Propose coordination, financing, implementation, monitoring and accountability arrangements
  • Prepare policy briefs, presentations and validation materials

Role Requirements

  • Master’s degree in Economics, Social Sciences, Statistics, Public Health, Gender and Development, or a Bachelor’s degree with two additional years of qualifying experience
  • Demonstrable experience drafting national care policies
  • At least 5 years’ experience on gender equality and/or human rights, or 7 years with a Bachelor’s degree
  • At least 5 years integrating gender-responsive dimensions into policy and programme formulation and implementation in social protection and care policies
  • Fluency in written and oral English

  • CARICOM nationals and holders of CARICOM skills certificates are encouraged to apply
  • Travel to the target country is expected and arranged by UN Women
