Job Description

Develops guidance for integrating gender-transformative care-economy objectives across African Development Bank strategies, project cycles and investments. The consultant will translate evidence into sector tools, diagnostics and indicators, engage Bank and UN Women stakeholders, and embed care-responsive approaches that advance women’s economic participation, resilience and decent care work.

Summary of Responsibilities

  • Review Bank strategies, operational instruments, sector policies and gender-mainstreaming tools
  • Scan portfolios and sector strategies for existing care practices and scalable entry points
  • Identify care-economy opportunities in diagnostics, policy dialogue, project design and results frameworks
  • Develop sector guidance, screening questions, design options and sample indicators for care-responsive investments
  • Prepare an implementation note for task teams, regional offices and member countries
  • Produce validation materials and revise the guidelines package following stakeholder feedback

Role Requirements

  • Master’s degree in economics, gender studies, public policy, development studies, international relations or a related field, or a first-level degree with two additional qualifying years
  • At least 7 years of progressively responsible experience in gender equality, women’s economic empowerment, care-economy policy, labour markets, social protection, infrastructure or inclusive development
  • Proven experience developing operational guidelines or toolkits for policymakers, development finance institutions, multilateral organisations or governments
  • Fluency in English

Desired Criteria

  • PhD in a relevant field
  • Project or programme management certification
  • Experience working in sub-Saharan Africa, fragile or transition contexts, climate resilience or MDB operations
