Job Description

Leads UNOPS operational support services in Haiti, ensuring compliant delivery across finance, procurement, human resources, administration, logistics and ICT. The role guides teams, budgets and controls, strengthens country-office systems during transition, and enables projects to deliver sustainable results through resource management, supplier oversight and service improvement.

Summary of Responsibilities

  • Manage office support services across human resources, finance, procurement, logistics, administration and ICT
  • Monitor operations for compliance with UNOPS policies, accountability standards and operating procedures
  • Support project budgets, work planning, cost sharing, funds deployment and project closure
  • Supervise procurement, tendering, supplier selection and contract administration
  • Oversee financial planning, expenditure control, accounting, payments and financial reporting
  • Lead human-resources services including recruitment, performance management and staff development
  • Manage administrative services, facilities, assets, travel, security and ICT infrastructure
  • Develop operations tools and knowledge-sharing platforms for colleagues, clients and partners

Role Requirements

  • Bachelor's degree in business administration, public administration, finance, economics, human resources or a related field with seven years of relevant experience, or a master's degree with five years
  • Five to seven years of progressively responsible operations-management experience in a large international organisation
  • Fluent French and English

Desired Criteria

  • Professional experience in Haiti or the Latin America and Caribbean region
  • Experience in hardship duty stations
  • Experience in UN system organisations in developing countries
  • Fluent Spanish
