Leads ILO technical services for workers’ organisations across Latin America and the Caribbean, advancing trade-union capacity, labour policy and social dialogue. The specialist directs regional programmes and research, builds partnerships, mobilises resources and represents workers’ priorities in development processes.

Summary of Responsibilities
- Lead ACTRAV programmes, teams and resources for workers’ activities across designated countries
- Design and promote policies, programmes and advisory services supporting decent work and social justice
- Advise workers’ organisations on trade-union development, collective bargaining, governance and member services
- Integrate workers’ organisations into country programmes, cooperation frameworks and policy processes
- Direct research and develop evidence-based policy products, guidance and learning materials
- Build institutional capacity through training, workshops, digital platforms and knowledge-sharing programmes
- Design and manage development-cooperation projects, budgets, monitoring, reporting and resource mobilisation
- Represent the ILO and maintain partnerships with unions, UN bodies, financial institutions, academia and civil society
Role Requirements
- Master’s degree or equivalent in economics, labour law, public administration, industrial relations, political science or a related field, or bachelor’s degree with two additional years of experience
- At least ten years of experience, including internationally, in workers’ activities and trade-union programmes
- Excellent command of Spanish
- Working knowledge of English
- Expertise in economic and social policy, trade-union organisations and the ILO mandate
- Ability to lead teams and resources, provide authoritative policy advice and represent the ILO
