Job Description

Provides coordination and technical support for the ILO's regional PROSPECTS programme component with the East African Community. The officer advances refugee inclusion, labour mobility, skills recognition and social-protection initiatives, convenes regional partners, supports programme management and reporting, and develops evidence, policy dialogue and resource-mobilisation inputs for durable solutions for displaced people and host communities.

Summary of Responsibilities

  • Support implementation, planning, monitoring and budgeting of the EAC regional PROSPECTS programme component
  • Coordinate working relationships with EAC units, Partner States, social partners and humanitarian and development organisations
  • Advance regional policies on refugee inclusion, labour mobility, social protection and decent work
  • Support skills-recognition frameworks, qualifications work, mutual-recognition dialogue and a portable Skills Passport pilot
  • Develop partnerships with regional bodies and PROSPECTS agencies to coordinate interventions
  • Prepare technical progress reports, knowledge products and policy-recommendation papers
  • Support programme monitoring and evaluation with EAC and ILO technical specialists
  • Contribute project proposals and donor-engagement inputs for the EAC regional agenda

Role Requirements

  • Advanced university degree in economics, development studies, social sciences, law, public administration, international trade and regional integration, international relations or a related field; a bachelor's degree with 2 additional relevant years is accepted instead
  • At least 5 years of relevant professional experience, including at international level, in forced displacement, skills development, decent work and employment promotion, or regional economic integration
  • Excellent command of English

Desired Criteria

  • Experience with Regional Economic Communities at Secretariat or Partner State level
  • Familiarity with ILO policies, technical programmes and procedures
  • Experience with regional bodies, UN agencies and relevant ministries
  • Experience on durable solutions for refugees, returnees and host communities
  • Good working knowledge of French
