Job Description

Develops and implements monitoring, evaluation and knowledge-management systems for ILO's TRIANGLE Partnerships regional labour-migration programme in ASEAN. The officer manages performance data and risk monitoring, analyses partner reporting, builds evaluation capacity, produces evidence-based reports and supports programme reviews, evaluations and research that strengthen migrant-worker protection and regular labour pathways.

Summary of Responsibilities

  • Provide technical input to the programme monitoring and evaluation plan and theory of change
  • Manage the M&E database, performance indicators, risk matrix and risk-management strategy
  • Review and analyse data from programme partners and technical progress reports
  • Develop and implement a knowledge-management strategy with lessons, good practices and case studies
  • Train programme teams and partners on M&E frameworks and methodologies
  • Collate performance data and produce communications materials, reports and briefing notes
  • Support progress reporting, programme reviews, evaluations, mid-lines and end-lines
  • Liaise with ILO experts on reporting against Decent Work Country Programme Targets and SDGs

Role Requirements

  • University degree in economics, statistics, management, social science or a related field
  • At least 3 years of professional experience in a senior monitoring and evaluation position for international development projects
  • Excellent written and spoken English

Desired Criteria

  • Specialization or formal training in monitoring and evaluation methodologies and programme-cycle management
  • Familiarity with impact assessment
