Senior Specialist in Workers’ Activities

Leads ILO advisory services for workers’ organisations across the Arab States, strengthening trade-union capacity, social dialogue and collective bargaining. The specialist shapes policy and programmes, directs research and cooperation, mobilises resources and represents workers’ priorities in regional institutions.

• Lead ACTRAV programmes, teams and resources for workers’ activities across assigned Arab States
• Design and promote policies, programmes and advisory services supporting decent work and social justice
• Advise workers’ organisations on trade-union development, collective bargaining, governance and member services
• Integrate workers’ organisations into country programmes, cooperation frameworks and policy processes
• Direct research and develop evidence-based policy products, guidance and learning materials
• Build institutional capacity through training, workshops, digital platforms and knowledge-sharing programmes
• Design and manage development-cooperation projects, budgets, monitoring, reporting and resource mobilisation
• Represent the ILO and maintain partnerships with unions, governments, UN bodies, financial institutions and academia

• Master’s degree or equivalent in economics, labour law, public administration, industrial relations, political science, social sciences or a related field, or bachelor’s degree with two additional years of experience
• At least ten years of experience, including internationally, working with workers’ organisations and trade unions
• Excellent command of English
• Excellent command of Arabic
• Expert knowledge of industrial relations, collective bargaining, trade-union development, workers’ education and social dialogue
• Ability to lead teams and resources, provide authoritative policy advice and represent the ILO
