Job Description

Provides strategic operational leadership for the WHO country office in Nigeria, ensuring timely and compliant finance, human resources, procurement, ICT, security and administrative services. The role advises the Head of Office and management team, leads operational staff, manages resources and risk, and strengthens efficient business processes that enable country programmes to deliver in routine and emergency settings.

Summary of Responsibilities

  • Advise country-office leadership on operational policies, systems and compliance
  • Lead operations teams across finance, HR, procurement, ICT, security and administration
  • Manage financial planning, expenditures, accounts, budgets, awards and cash
  • Oversee human-resources planning, recruitment and contract management
  • Lead procurement of goods and services for country-office and programme needs
  • Manage operational risk and emergency administration systems
  • Coordinate business-process harmonisation with the Business Operations network
  • Represent the office in UN operations-management coordination

Role Requirements

  • Advanced university degree in finance, management, accountancy, economics, business administration or equivalent areas
  • At least ten years of relevant administrative and managerial experience in national and international settings
  • At least four years of staff or team management experience
  • Expert knowledge of English

Desired Criteria

  • Experience with WHO, UN funds and programmes or equivalent organisations
  • Experience delivering operational services in a developing country
  • Experience managing operations and large teams in an emergency context
