Job Description

Builds a WHO roster for P-3 and P-4 operations specialists who can lead country-office financial, human-resources, procurement, ICT, security and administrative services. Appointees advise management on controls and risks, direct multidisciplinary support teams, manage resources and business processes, and strengthen operational readiness, including in emergency settings and across multiple duty stations.

Summary of Responsibilities

  • Advise country-office leadership on operations policies, systems, procedures and risks
  • Manage finance, HR, procurement, ICT, security and administration services
  • Oversee budgets, accounts, income, expenditure, awards and cash management
  • Support externally funded project proposals and ensure policy-compliant administration
  • Manage country-office HR planning, recruitment, contracts, performance and development
  • Lead procurement for goods and services and ensure value for money
  • Coordinate security, safety and business-continuity arrangements with UN partners
  • Implement operational systems and procedures for emergency settings and changing environments

Role Requirements

  • For P-3, bachelor’s degree in Finance, Management, Accountancy, Public Administration, Business Administration or a related field and at least 5 years of relevant experience
  • For P-4, master’s degree in Finance, Management, Accountancy, Economics, Business Administration or a related field and at least 7 years of relevant experience
  • International exposure and experience leading operational and administrative services and support teams
  • Expert knowledge of English
  • Proficiency with office software, web-based management systems, ERP and Workday

Desired Criteria

  • Experience with WHO, the UN or another international organization
  • Programme-management and end-to-end business-process knowledge
  • Project-management experience in the UN system or a public-health context
  • Good knowledge of ERP systems
  • Master’s degree or training in human resources, accounting, finance or monitoring and evaluation for P-3 appointments
