Job Description

Leads engineering and construction delivery for IOM’s Bihac Sub-Office, translating site assessments into compliant designs, bidding packages and construction documentation. The role supports procurement and contract decisions, monitors works and quality through site inspections, manages technical risks and variations, and ensures projects meet Bosnia and Herzegovina regulations and budgets.

Summary of Responsibilities

  • Assess site conditions and prepare scopes of work, bills of quantities, specifications and photographic records
  • Develop engineering designs and assemble bidding and construction packages
  • Prepare procurement plans and technical solicitation documents and clarify requirements for bidders
  • Provide technical assessments for bid evaluation, negotiations and contract finalization
  • Inspect construction progress and verify compliance with drawings, specifications and contractual requirements
  • Identify delays and variations and advise on amendments or additional works within approved budgets
  • Ensure construction complies with building codes, permits and IOM procurement procedures

Role Requirements

  • University degree in Civil Engineering or Architecture with five years of relevant professional experience
  • Successful completion of the Professional Engineering Exam
  • Fluency in English and one official language in Bosnia and Herzegovina: Bosnian, Croatian or Serbian
  • Category B driving licence and five years of active driving experience

Desired Criteria

  • Experience supervising construction, rehabilitation or maintenance of water, wastewater, drainage, utility, environmental or public infrastructure projects
  • Familiarity with municipal infrastructure systems
  • Knowledge of AutoCAD or similar engineering software
