Job Description

Supports IOM Ukraine’s housing programme by monitoring construction, repair and rehabilitation work for crisis-affected and displaced communities. The national volunteer tracks contractors, progress, budgets, quality and safety; assesses damaged buildings; prepares technical documentation; and coordinates with procurement, municipalities and partners to advance safe, durable housing solutions.

Summary of Responsibilities

  • Monitor on-site construction activities and contractors against work plans and budgets
  • Conduct quality control and document progress, changes and corrections on site
  • Assess damaged buildings and engineering networks to inform repair options
  • Draft bills of quantities, bills of materials and technical documentation
  • Coordinate procurement, delivery of programme items and bidding processes with the Supply Chain Unit
  • Update cost, schedule, quality and health-and-safety programme trackers
  • Review as-built documentation and monitor compliance with donor health-and-safety measures
  • Compile project reports and maintain records under data-protection protocols

Role Requirements

  • 7 years of proven experience supporting construction or rehabilitation projects
  • 7 years of experience as a site engineer, foreman or construction site manager
  • Proficiency in design-related software including AutoCAD
  • Knowledge of Ukrainian building codes, policies, standards and best practices
  • Ukrainian

Desired Criteria

  • Experience with governmental authorities, UN agencies and non-governmental organizations
  • Experience supporting migrants, refugees, internally displaced people or other vulnerable groups
  • Experience with an NGO or international organization
