Job Description
Provides legal expertise to Albania’s Ombudsman Institution under the EU4Migration project, strengthening protection-focused migration governance. The consultant examines screening, referral, reception and detention systems; develops rights-based procedures and recommendations; and works with institutions to improve safeguards, monitoring and access to protection for vulnerable migrants.

Summary of Responsibilities
- Analyse legal, policy and institutional frameworks for migration screening, referral, reception and detention
- Recommend measures to improve protection access, information, interpretation, legal aid and referrals for vulnerable people
- Assess compliance with EU standards and international conventions, including non-refoulement and child-protection safeguards
- Prepare technical inputs on laws, SOPs, guidance and alternatives to detention
- Develop analytical notes, referral-pathway mappings, screening checklists and protection briefs
- Contribute indicators and progress documentation for the National Strategy on Migration and its Action Plan
- Conduct consultations and support follow-up to Ombudsman monitoring visits
- Submit monthly reports on activities, accomplishments and implementation issues
Role Requirements
- Completed advanced degree in Law, International Relations, European Studies or a related area
- At least five years of relevant professional experience
- Fluency in Albanian and English
Desired Criteria
- Experience in migration governance, border procedures, reception, monitoring, refugee protection or related rule-of-law and human-rights work
- Experience engaging local authorities and stakeholders
- Previous experience with UN agencies or other international organisations
- Experience with legislative drafting, policy and action-plan development, European integration, refugee or migrant issues, or human-trafficking prevention
