National Consultant to Conduct Training Needs Assessment for Criminal Justice Institutions

Conducts a training-needs assessment for criminal justice institutions in Uganda to strengthen case-management systems. The home-based UNODC consultant reviews policies and evidence, leads surveys and stakeholder consultations, analyses institutional gaps and delivers reports, recommendations and a capacity-development framework supporting accountability, transparency and justice-sector reform.

• Review policies, legislation, strategies, training materials and studies on criminal-justice case-management systems
• Develop the inception report, methodology, work plan, data-collection tools and analytical framework
• Design and administer surveys, key-informant interviews, focus groups and stakeholder consultations
• Assess knowledge, skills, institutional capacity gaps and priority training needs
• Analyse and validate findings with stakeholders and develop a prioritised capacity-development framework
• Prepare draft and final assessment reports, policy brief, validation workshop and final presentation

• Advanced university degree in law, public policy, development studies, criminology, social sciences or a related field, or a first-level degree plus two additional years of relevant experience
• At least five years of experience in anti-corruption, asset recovery, criminal justice, rule of law or a related field
• Experience conducting assessments, evaluations, research, capacity assessments or technical and training-needs assessments in the justice, anti-corruption or law-enforcement sector
• Experience mainstreaming gender and human-rights perspectives into justice-sector analysis and programming
• Experience with criminal-justice case-management systems, case-flow management or digital case-management processes
• Fluency in oral and written English

• Experience in stakeholder engagement and facilitating consultative processes
• Knowledge of another official United Nations language
