Job Description
This national consultant will assess integrity risks and trafficking vulnerabilities across the Indonesia–Malaysia migrant-worker placement corridor. The assignment maps processes and safeguards, gathers stakeholder evidence, analyses governance and protection gaps, and delivers recommendations and validation workshops to strengthen transparent, accountable and rights-based labour migration.

Summary of Responsibilities
- Map placement processes, actors and responsibilities for Indonesian migrant workers going to Malaysia
- Assess integrity risks and trafficking vulnerabilities across the placement process
- Evaluate governance, transparency, accountability, oversight and implementation gaps
- Assess safeguards, monitoring, complaint, referral and protection mechanisms
- Document migrant-worker experiences through research and stakeholder consultations
- Facilitate a validation workshop and produce draft and final technical assessment reports
Role Requirements
- Advanced university degree in social science, criminal justice, international relations, political science, migration studies or a related field
- A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree
- At least 5 years of experience in trafficking in persons, labour migration, migration governance, migrant-worker protection, criminal justice, law enforcement or integrity and anti-corruption
- Experience conducting research and assessments including process mapping, risk assessment, interviews and focus groups
- Experience analysing findings and translating evidence into practical policy-oriented recommendations
- Fluency in Bahasa Indonesia and English
Desired Criteria
- Experience with government institutions or international organisations in Indonesia or the Indonesia–Malaysia corridor
- Experience on trafficking, forced labour, labour migration or migrant-worker protection projects in Southeast Asia
Skills
Additional Information
- Travel in Indonesia is required for the Jakarta-based assignment
