Job Description

Support Jordan's Ministry of Health to build a culture, ethics and integrity framework. The consultant will analyse legislation and standards, draft whistleblower protection and Open Door instruments, reconcile codes of conduct, develop accountability and change-management mechanisms, lead consultations and validation workshops, and transfer tools and knowledge to the responsible directorate.

Summary of Responsibilities

  • Conduct a gap analysis of anti-corruption legislation, disclosure policy and codes of conduct
  • Draft whistleblower and witness protection policy inputs and standard operating procedures
  • Review the Open Door Policy and prepare track-changed revisions, workflows and a gap-to-revision crosswalk
  • Reconcile institutional values and codes of conduct into a unified framework and applicability matrix
  • Develop accountability, digital integrity, change-management, training and communication instruments
  • Lead technical consultations and validation workshops and provide tools and knowledge products to the reference directorate

Role Requirements

  • First university degree in law, public administration, health policy or a related field
  • At least five years of relevant national experience in international protection policy and programme development
  • Expert-level English and Arabic
  • Medical certificate of fitness for work

Desired Criteria

  • Experience facilitating co-design and validation with government ministries
  • Experience aligning legal drafting with civil-service frameworks
