Job Description
This home-based international consultant will support UNODC’s PROTECT project across Southeast Asia by analysing corruption, integrity and trafficking risks in labour migration. The role leads Malaysia assessments and stakeholder workshops, synthesises Indonesian and Malaysian evidence, and develops cross-border recommendations to strengthen accountability, protection and bilateral cooperation.

Summary of Responsibilities
- Provide technical support for PROTECT research, mapping and consultation workshops in Indonesia and Malaysia
- Lead assessment of integrity and corruption risks in Malaysia’s migrant-worker recruitment and employment processes
- Identify systemic gaps and recommend measures to improve transparency, accountability and protection
- Validate Malaysian assessment findings with government, civil-society and migrant-worker stakeholders
- Synthesize Indonesian and Malaysian findings into an analysis of the labour-migration corridor
- Support a regional findings workshop on cross-border risks and bilateral cooperation
Role Requirements
- Advanced university degree in law, international human rights law, business administration or a related field
- A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree
- At least 10 years of experience in anti-corruption, integrity, governance, trafficking in persons, labour migration or migrant-worker protection, including substantial Southeast Asia experience
- Experience conducting governance, integrity, corruption-risk or institutional assessments
- Experience working with government agencies, migrant-worker representatives, private-sector stakeholders, academic institutions and international organisations
- Fluent written and spoken English
