Head, Enterprise Risk and Internal Controls

Leads ITU enterprise risk management and internal controls, providing independent second-line oversight, integrated assurance and risk reporting to strengthen governance and risk-informed decision-making.

• Own enterprise risk and internal control frameworks and methodologies
• Challenge and advise managers on strategic, financial, technology and compliance risks
• Oversee the enterprise risk profile, register, taxonomy and rating methods
• Strengthen compliance follow-up and internal control validation
• Coordinate assurance functions across the Three Lines Model
• Integrate risk into strategy, planning and performance management
• Report risk and control matters to senior management and governing bodies
• Promote risk culture through training and guidance

• Advanced degree in Risk Management, Business Administration, Finance, Engineering, Telecommunications or a related field, or an equivalent advanced diploma
• At least ten years of progressive experience in enterprise risk, internal controls, compliance or second-line governance, including five years internationally
• Leadership experience in an enterprise risk function or equivalent oversight role
• Advanced knowledge of one ITU official language and intermediate knowledge of a second official language

• Professional risk management certification
• International or multilateral organisation experience
• Fraud risk assessment experience
• Knowledge of a third ITU official language
