Job Description

Designs a tailored capacity-building programme for Liberia’s anti-corruption investigators and prosecutors. The international consultant will assess justice-sector needs, develop a modular curriculum and implementation strategy, map training providers, establish monitoring and evaluation, convene validation and deliver rights-based recommendations on investigation, prosecution and asset recovery.

Summary of Responsibilities

  • Consult justice-sector stakeholders and assess legal and policy frameworks
  • Develop competency-based core and specialised curriculum tracks
  • Produce curriculum modules with objectives, assessments and practical exercises
  • Map training providers and subject-matter experts
  • Develop implementation and monitoring, evaluation and learning frameworks
  • Organise a two-day validation workshop and produce a comprehensive final report

Role Requirements

  • Advanced degree in law, criminal justice, human rights or a related field, or a first-level degree with five additional years of experience
  • At least 7 years of relevant professional experience
  • At least 3 years directly investigating and prosecuting corruption offences using a human-rights-based approach
  • Experience designing specialised justice-sector capacity-building programmes
  • Experience developing competency-based curricula for investigators, prosecutors and judges
  • Fluency in English

Desired Criteria

  • Experience in post-conflict settings in Africa
