The Programme Specialist leads UNDP’s economic-recovery portfolio in Gaza, linking humanitarian relief with inclusive and resilient development. The role directs programme formulation, budgets, implementation, monitoring and quality assurance; develops partnerships and resource mobilisation; provides policy advice; and supervises project managers delivering recovery programmes.

Summary of Responsibilities
- Analyse political, social and economic conditions and contribute to UN country assessments, cooperation frameworks and programme documents
- Design and formulate economic-recovery programmes and oversee partner implementation, planning, budgeting and monitoring
- Apply results-based management, manage data across its lifecycle and track strategic results
- Follow audit recommendations, prepare donor and corporate reports and support rollout of new initiatives
- Develop partnerships with UN agencies, financial institutions, government, donors, private sector and civil society
- Research donor opportunities and develop portfolios, project documents, concept notes and proposals for resource mobilisation
- Provide policy advice, establish advocacy networks and organize programme-related staff training
Role Requirements
- Only current Palestinian nationals available for employment in the Gaza Strip and willing to work and travel throughout various cities in the Strip are eligible to apply
- Advanced university degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or a related field, or a bachelor’s degree with two additional years of qualifying experience
- At least five years of relevant management-advisory and development-portfolio experience with a master’s degree, or seven years with a bachelor’s degree
- Previous experience on economic-recovery programmes
- Solid knowledge of results-based management and project implementation
- Experience in conflict or transition contexts
- Fluency in English and Arabic, written and oral
Desired Criteria
- Experience from UN assignments or multilateral and bilateral aid organizations
- Experience in partnership and resource mobilization
- National-level experience in management advisory services and monitoring development projects
- Experience handling multi-sectoral coordination among professionals and regional teams
