Senior Programme Associate – Programme Development Support Unit

Support IOM Libya’s programme development portfolio from Tunis by developing concepts and proposals, coordinating project-cycle documentation, monitoring budgets and progress, liaising with donors and maintaining compliant records, risk documentation and knowledge products.

• Develop new programmes through assessments, analysis and stakeholder consultation
• Draft concept notes and proposals aligned with donor and IOM priorities
• Coordinate project development, reporting and revision documentation
• Maintain relationships and follow-up with donors, government and partners
• Monitor budget utilisation, progress and operational compliance
• Build programme-unit capacity on project development and corporate tools
• Integrate the Strategic Results Framework into monitoring and reporting
• Maintain project records, due diligence, risk and visibility documentation

• Bachelor’s degree in a relevant discipline with five years of professional experience, or high-school diploma with seven years
• Experience in project development, project-cycle management, reporting, donor liaison and partnership support
• Experience preparing concept notes, proposals, briefings and narrative reports
• Experience coordinating with government, donors, UN agencies and other institutions
• Experience supporting budget monitoring, progress tracking and compliance follow-up
• Fluency in written and spoken English

• Experience with humanitarian, non-governmental or government institutions in a multicultural setting
• Working knowledge of Arabic or French
