International Consultant for Strategic Design and Development of the United Nations Sustainable Development Cooperation Framework 2028–2032 for Mongolia

Guides the UN Country Team in Mongolia through the initial design of the 2028–2032 Cooperation Framework. The consultant leads strategic prioritisation and Theory of Change work, facilitates high-level consultation, and produces an inception package, workshop outputs and an evidence-based results architecture.

Department: Resident Coordinator Office

• Design the methodology and workplan for the initial Cooperation Framework development phase
• Review available evidence and prepare the strategic prioritisation workshop package
• Facilitate an in-person strategic prioritisation and Theory of Change workshop in Mongolia
• Develop proposed strategic priorities, outcome areas and output areas
• Draft and refine the Cooperation Framework narrative and results architecture
• Ensure coherence between analysis, priorities, results and implementation logic
• Align the framework with UN guidance, national priorities, the SDGs and programming principles
• Document workshop agreements, the draft Theory of Change and next steps

• Master’s degree or equivalent in development studies, economics, public policy, international relations, social sciences, strategic planning or a related field
• At least ten years of professional experience in strategic planning, sustainable development, policy analysis or development cooperation
• Demonstrated experience preparing Cooperation Frameworks, UN programming frameworks or equivalent national development strategies
• Experience facilitating high-level workshops involving governments, UN agencies and development partners
• Experience applying systems thinking, foresight and integrated development analysis
• Strong experience in Theory of Change, results-based management, strategic prioritisation and multi-stakeholder facilitation
• Fluency in written and spoken English

• Home-based assignment requires a one-week mission to Mongolia
• Assignment runs from 1 October to 20 December 2026
