Consultant national – Analyse pays et préparation du Plan-cadre de coopération 2028–2032

Leads Gabon’s 2026 country analysis and supports consultations for the 2028–2032 UN Sustainable Development Cooperation Framework, assessing development risks and inequalities, building scenarios and recommendations, and helping stakeholders define priorities and a theory of change.

Department: UN Resident Coordinator Office in Gabon

• Lead Gabon’s 2026 country analysis using qualitative and quantitative evidence
• Assess development challenges, inequalities, vulnerabilities, emerging risks and opportunities
• Analyse root causes through human-rights, gender-equality and leave-no-one-behind principles
• Develop short- and medium-term scenarios and strategic recommendations for sustainable development
• Map stakeholders and design interview, survey and consultation tools
• Facilitate thematic workshops and decentralised consultations across stakeholder groups
• Synthesise consultation findings into priorities for the 2028–2032 cooperation framework
• Support development of the cooperation framework theory of change

• Advanced university degree in Economic Analysis, Public Policy Design, Development or a related field, or a first university degree in Environmental Management or a related field with two additional years of qualifying experience
• At least two years of professional experience in economic analysis, public-policy design and development
• Experience producing country analyses, sustainable-development cooperation frameworks or systemic or multidimensional analyses
• Experience facilitating multi-stakeholder processes and strategic writing
• Knowledge of the Sustainable Development Goals and Agenda 2030
• Fluency in French
