Associate Programme Management Officer (HDP Cross-Pillar Nexus Specialist)

The officer coordinates Ethiopia’s humanitarian-development-peace nexus work, guides regional specialists, supports joint analysis and area-based planning, manages government and partner dialogue, oversees EU-funded reporting and MEAL, and builds a sustainable national coordination system.

• Lead day-to-day coordination and technical implementation of the HDP nexus project
• Guide regional specialists and align field implementation across priority regions
• Support joint analysis, collective outcomes and area-based cross-pillar planning
• Coordinate technical assistance and assure the quality and use of specialist outputs
• Maintain policy dialogue with federal and regional government counterparts
• Manage national nexus secretariat functions and follow up agreed actions
• Oversee MEAL, EU narrative reporting and financial coordination
• Develop transition roadmaps and transfer coordination systems to government counterparts

• Advanced university degree in project management, development studies, international relations, social science, public or business administration, economics or a related field, or an accepted first degree with two additional years of experience
• At least three years of progressively responsible project-management, coordination or development-programming experience
• Experience operationalising humanitarian-development-peace nexus or multi-sector resilience approaches
• Experience with United Nations or multi-stakeholder coordination mechanisms
• Strong knowledge of Ethiopia’s humanitarian, development, peacebuilding and governance context
• English at United Nations Level II and Amharic at United Nations Level III
