Evaluates governance, justice, security, social-cohesion and peace results under Togo’s UN Sustainable Development Cooperation Framework. The consultant analyses programme relevance and effectiveness, contributes contextual evidence and supports an inception report, stakeholder consultations and the final evaluation.

Department: UN Resident Coordinator Office in Togo

• Evaluate Cooperation Framework interventions on governance capacity, rights, justice, security, cohesion, peace and partnerships
• Assess how UN initiatives operate within Togos institutional transformations and governance challenges
• Analyse the relevance and effectiveness of UN support for stronger governance
• Contribute to the inception report, theory-of-change review and evaluation design matrix
• Conduct stakeholder consultations and support field-visit planning
• Present preliminary findings and contribute to the draft and final evaluation reports

• Masters degree or equivalent in public administration, law, political science, peace and conflict studies or a related field, or a first degree with two additional years of experience
• At least five years of governance, public-sector reform, institutional capacity or rule-of-law experience in Togo or a similar context
• Significant results-based management experience
• Knowledge of the UN system, data collection and analysis, UN programming principles, CEDAW and the Sustainable Development Goals
• Experience contributing to evaluations of governance, peace and security programmes
• Strong understanding of Togos political and institutional context
• Fluent French
