Programme Policy Officer (Deputy Head of Programme)

WFP seeks a Deputy Head of Programme in Yerevan to provide strategic oversight of Armenia's portfolio, guide programme design and delivery, manage transition to government ownership, strengthen accountability and capacity, coordinate field offices and partners, mobilize resources and mentor programme staff.

• Guide programme design, planning, implementation, workplans and budgets in line with WFP priorities
• Oversee delivery, field-office coordination, performance, risks and compliance with donor and WFP requirements
• Define transition pathways that institutionalize programme capacities in government-owned systems
• Strengthen analysis, reporting, accountability and evidence-based programme decisions
• Build government, UN, donor and NGO partnerships and contribute to resource mobilization
• Mentor programme staff, review outputs and promote cross-team learning and innovation

• An advanced university degree in economics, social sciences, disaster-risk management, public policy or a related field
• At least seven years of postgraduate experience designing, implementing and coordinating programmes focused on government capacity, institutional development and systems reform
• Experience leading programme implementation and building partnerships
• Fluent English and Armenian
