Job Description

Oversees cash and voucher assistance and identity-management operations for vulnerable populations in WFP Somalia. The officer designs and improves cash programmes, manages implementation, maintains policy compliance and reporting, works with government and partners, and applies data, protection, accountability and evaluation functions to strengthen efficient, accountable humanitarian assistance.

Summary of Responsibilities

  • Research, design and implement cash and voucher programmes with internal teams and partners
  • Supervise daily programme operations and train staff on assistance-transfer procedures
  • Ensure programme compliance with WFP policies and procedures
  • Recommend programme refinements that improve beneficiary services and implementation
  • Coordinate field monitoring of outputs and outcomes
  • Complete internal and external reports, including daily updates, situation reports and donor reports
  • Document lessons learned and best practices for cash and food assistance
  • Mainstream accountability, protection, gender and monitoring functions in programme tools and analytics

Role Requirements

  • University degree in economics, information technology, statistics, business administration, international development, accounting or data management, or a first degree with additional relevant experience or training
  • At least three years of postgraduate work in development, project management or food or non-food assistance management
  • At least two years of professional experience managing humanitarian assistance, data analysis, research and programme-implementation projects
  • Fluency in English and Somali
  • Somali nationality

Desired Criteria

  • Experience in monitoring and project oversight using cross-functional approaches
