Program Policy Officer (Cash Based Transfers and Identity Management)

Provides leadership for WFP Yemen’s cash-based transfers and identity-management work in Aden. The consultant strengthens beneficiary registration, identity systems and targeting; supports cash-transfer delivery; analyses data quality and vulnerability information; coordinates partners; develops guidance and capacity; and ensures accountable use of digital systems to reach vulnerable people.

• Support cash-based-transfer and identity-management programme delivery
• Strengthen beneficiary registration and identity systems
• Support targeting and data-cleanup exercises
• Coordinate technical partners and operational teams
• Develop guidance and build capacity for digital systems use
• Analyse data and strengthen accountable delivery

• University or advanced degree in international relations, political or economic science, business administration, computer and information systems or related field
• At least 7 years of relevant work experience including 3 years in identity management or cash-based transfers
• English

• Experience with SCOPE, beneficiary registration systems, data cleanup exercises, and vulnerability targeting methodologies is highly desirable
