Job Description

UNESCO’s Kabul office seeks a National Project Officer to coordinate education-sector planning, programme delivery, monitoring and partnerships. The role supports evidence generation, learning assessments, project finance and capacity development for quality, equitable and inclusive education initiatives, including activities supported through the Global Partnership for Education.

Summary of Responsibilities

  • Support planning, implementation, monitoring and evaluation of UNESCO education programmes and projects
  • Develop and manage annual workplans, implementation schedules, risk registers and results frameworks
  • Coordinate education-sector analysis, planning and policy development focused on quality, equity and inclusion
  • Lead monitoring and evaluation activities, indicator tracking and implementation monitoring systems
  • Produce analytical reports, policy briefs, presentations and knowledge products
  • Support budget planning, expenditure tracking and compliance with UNESCO and donor procedures
  • Provide technical support and capacity development to project personnel, consultants and partners
  • Contribute to donor engagement, concept notes, proposals and partnership initiatives

Role Requirements

  • Advanced university degree in education, social sciences or a related area
  • At least four years of progressively responsible professional experience in education programme management, research, system strengthening, quality education or related fields
  • Demonstrated experience in project implementation, reporting and stakeholder coordination
  • Fluency in English
  • Fluency in Dari and/or Pashto

Desired Criteria

  • Doctoral degree in education, social sciences, development studies or a related area
  • Experience with GPE and education-sector planning and coordination
  • Experience in learning assessments and education research
  • Experience with donor-funded programme management
  • Experience with STATA, R, SPSS, Power BI or NVivo
  • Experience in fragile, conflict-affected or emergency contexts
