Job Description

Provides technical and operational support to UNESCO's STEPCam programme in Cambodia, strengthening teacher education, mentoring and digital education systems. The national officer coordinates partners and budgets, monitors programme components, supports research on teachers and learning outcomes, assures quality and translates evidence into policy dialogue and programme implementation.

Summary of Responsibilities

  • Co-ordinate implementation and monitoring of the STEPCam programme with MoEYS departments, consultants and partners
  • Prepare workplans and activity budgets aligned with programme objectives and targets
  • Support recruitment, procurement and terms of reference for consultants, experts and service providers
  • Monitor Components 1 and 2 and provide technical oversight of activity delivery
  • Support policy-research design, data collection, analysis and reporting on teachers and learning outcomes
  • Develop dissemination materials and facilitate consultation workshops with education stakeholders

Role Requirements

  • Advanced university degree in education, research, social sciences or another relevant field
  • At least five years of progressively responsible experience in education, teacher education or related fields
  • Experience planning, managing, implementing and monitoring Cambodian education programmes focused on primary education, teacher education or policy research
  • Excellent coordination and interpersonal skills for multi-stakeholder education, teacher-education and research initiatives
  • Excellent written and spoken English and Khmer
  • Cambodian nationality

Desired Criteria

  • Experience conducting statistical data analysis
  • Knowledge of Stata, SPSS or R
  • Experience working with the UN and knowledge of UN regulations and guidelines
  • Understanding of UNESCO's mandate, procedures and policies
