Job Description

Provides national training expertise to strengthen gender-responsive, survivor-centred police responses to domestic violence in Kazakhstan. The consultant will review national law and operational practice, develop a two-day training package, deliver pilot sessions in selected regions, gather feedback and produce practical recommendations that help specialised police units improve safety, protection, referral and justice outcomes for survivors.

  • Review Kazakhstan's domestic-violence legislation and police practice
  • Consult with UN Women, the Ministry of Internal Affairs and experts
  • Develop practice-oriented training materials and case exercises

  • Analyse participant feedback and capacity gaps
  • Develop recommendations for stronger police responses and professional development

Role Requirements

  • Master's degree in a relevant field or first-level degree plus additional qualifying experience
  • At least 4 years of experience on violence against women or domestic violence in Kazakhstan
  • At least 4 years developing and delivering training for police or law-enforcement professionals
  • Knowledge of Kazakhstan's domestic-violence laws, policies and institutional framework
  • Fluency in Russian

Desired Criteria

  • Working knowledge of English
