Job Description
Provides international technical expertise to strengthen gender-responsive, survivor-centred police responses to domestic violence in Kazakhstan. The consultant will review laws and practice, develop a practical two-day training package, deliver pilot sessions for specialist police units, assess feedback and produce recommendations that support safer, more effective prevention, protection and justice responses for survivors.

- Review Kazakhstan's legislation and police response to domestic violence
- Review international standards and survivor-centred policing practice
- Develop a two-day training programme with case studies and practical exercises
- Deliver pilot training sessions for specialist police units
- Analyse participant feedback and capacity gaps
- Develop practical recommendations for government and police capacity development
Role Requirements
- Master's degree in a relevant field or first-level degree plus additional qualifying experience
- At least 5 years of professional experience on violence against women or domestic violence
- Experience developing and delivering training for police or law-enforcement professionals
- Demonstrated knowledge of international standards and Kazakhstan's law-enforcement context
- Fluency in Russian
Desired Criteria
- Working knowledge of English
