Job Description
The home-based IOM consultant develops Vanuatu’s capacity for gender-transformative, climate-resilient infrastructure. The assignment reviews policy, produces a training package and gender-gap analysis, delivers stakeholder training and prepares an advocacy brief addressing inclusion and gender-based-violence prevention.

Summary of Responsibilities
- Review gender, climate, disaster-risk and infrastructure policies
- Consult government and other relevant stakeholders
- Assess capacity gaps and training needs
- Develop a gender-transformative climate-resilient infrastructure training package
- Conduct a gender-gap analysis of infrastructure policies and frameworks
- Deliver participatory training for government and community stakeholders
- Prepare an evidence-based advocacy policy brief
- Facilitate validation and finalise all technical products
Role Requirements
- Master degree in gender studies, development studies, climate change, environmental management, disaster risk management, infrastructure planning, sociology, public policy, international development, human rights or a related field
- At least seven years of professional experience in gender equality and violence against women and girls
- Experience integrating gender equality, disability and social inclusion, violence prevention and climate resilience into infrastructure policy or planning
- Experience conducting gender analyses and policy reviews
- Experience developing and delivering capacity-building programmes
- Fluency in written and spoken English
Desired Criteria
- Experience working in Vanuatu or other Pacific Island countries
- Experience with relevant government agencies
- Prior experience with IOM or another relevant United Nations agency
