International Consultant to Facilitate the UNCT-SWAP Gender Equality Scorecard and Conduct the Gender Equality Acceleration Plan Assessment

Leads an integrated UNCT-SWAP and Gender Equality Acceleration Plan assessment for the UN Country Team in Kyrgyzstan. The consultant reviews evidence, facilitates scoring, analyses accountability and gender data, and produces a costed action plan translating findings into practical inter-agency commitments.

• Review UNCT-SWAP, GEAP, UNSDCF, gender-policy and accountability documentation
• Facilitate evidence collection, scoring and validation across all scorecard dimensions
• Assess country-level implementation and effectiveness of the Gender Equality Acceleration Plan
• Review gender coordination architecture, accountability arrangements and data use
• Consult UN leaders, programme teams, government, civil society and development partners
• Complete the rating matrix and facilitate validation and action-planning workshops
• Draft and finalise the UNCT-SWAP report, GEAP assessment note and submission package
• Develop a costed acceleration action plan with responsibilities, monitoring and reporting

• Advanced university degree in gender studies, social sciences, human rights, public policy, development studies, international relations or a related field
• Minimum ten years of experience in gender equality and women's empowerment
• At least seven years of experience in evaluation, assessment, review or results-based management
• Experience with the UNCT-SWAP Gender Equality Scorecard
• Experience assessing multisectoral responses to gender equality, gender-based violence, bodily autonomy and sexual and reproductive health and rights
• Experience with UNSDCF processes and gender-accountability frameworks
• Fluency in English

• Mostly home-based consultancy with possible travel to Bishkek
• Approximately 30 working days over eight weeks
• Reports to the UN Women Country Representative and UN Resident Coordinator
