Gender-Responsive Social Protection Consultant

Designs a gender-responsive Cash Plus model to reduce child-marriage risks and strengthen women’s economic empowerment in Viet Nam. The consultancy assesses feasibility, consults women and adolescent girls, develops a concept and operational manual, and trains stakeholders for implementation.

• Review evidence on gender-responsive social protection and child marriage
• Conduct a rapid feasibility assessment using Cash Plus and child-marriage evidence
• Design a gender-responsive Cash Plus concept for adolescent girls and women
• Define targeting, transfer, complementary-service, governance and staffing arrangements
• Consult local authorities, women, adolescent girls and civil-society stakeholders
• Develop an operational manual for programme rollout
• Facilitate validation workshops and train implementation stakeholders
• Apply child-safeguarding and research-ethics standards during consultations

• Advanced degree in public policy, social policy, development studies, economics, statistics, social work or another relevant social science
• Ten years of experience in social-protection analysis, research and programme design
• Experience with livelihoods and gender-responsive and child-sensitive social protection
• Experience conducting feasibility assessments and developing operational manuals for cash-transfer or Cash Plus programmes
• Experience designing programmes addressing gender equity, inclusion and drivers of child marriage
• Excellent written and spoken English and Vietnamese
• Vietnamese nationality

• Home-based national consultancy with travel in Viet Nam
• Contract duration is 8.5 months
• Role is open only to Vietnamese nationals
