National Consultant on Software for Processing Earnings Survey Data

Develops and implements software for Ukraine's state statistical survey on employees' earnings by sex, age, education and occupation. The consultant will analyse requirements, maintain Python-based processing tools, validate and visualise statistical datasets, prepare technical documentation and train State Statistics Service staff, helping the institution produce reliable, standards-compliant gender-disaggregated labour-market evidence.

• Develop and maintain Python software for statistical-data processing
• Prepare technical and methodological documentation and user manuals
• Implement data-processing and validation procedures
• Test and validate datasets against Eurostat and international standards
• Provide consultations and technical support to State Statistics Service staff
• Strengthen institutional capacity to collect, analyse and transmit statistical data

• Master's degree in a relevant IT, statistics, mathematics, economics or engineering field
• At least 2 years of experience maintaining Python-based statistical-data-processing software
• Proficiency in Power BI, Power BI Service, Jira, Confluence and advanced Excel
• Knowledge of EU statistical standards and official statistical production processes
• Working knowledge of English and fluency in Ukrainian

• Experience supporting national statistical offices or EU-accession institutions
• Experience coordinating meetings and consultations with government authorities
• Knowledge of another official UN language
