Migration/Freedom of Movement Adviser

Leads ODIHR work that helps OSCE participating States meet commitments on migration and freedom of movement. The seconded adviser develops projects, analyses policies and practices, supports Human Dimension meetings, builds partnerships and represents ODIHR on migrant rights, border governance, asylum, statelessness, displacement and emerging technology issues.

• Develop, implement and evaluate projects that help participating States meet migration and freedom-of-movement commitments
• Conduct assessments and design capacity-building initiatives, training courses, workshops, reports and guidance materials
• Monitor and analyse migration policies, legislation and practices through research, information exchange and fact-finding missions
• Prepare comparative analyses and recommend remedial action on State compliance with OSCE commitments
• Prepare substantive input and follow-up for OSCE Human Dimension and ODIHR meetings
• Draft policy recommendations, reports, briefings and annual programme reporting
• Maintain partnerships with States, civil society, experts and international organizations
• Represent ODIHR at conferences and coordination meetings on the migration and freedom-of-movement portfolio

• Second-level university degree in political science, sociology, international relations, law, human rights law, public policy or a related field; a first-level degree with two additional years of relevant experience is accepted
• At least five years of professional-level experience, including at least three years on migration and freedom-of-movement issues; seven years are required with a first-level degree
• Excellent knowledge of English
• Vacancy is open for secondment only to nationals of OSCE participating States

• Knowledge or work experience in an international-organization field operation, including the OSCE
• Knowledge and work experience in Eastern Europe, the Caucasus and Central Asia
